Returns the Input-Output API user's guide as Markdown, with live
examples (current dataruns, years, and codes) interpolated from the
deployed data. Requires no authentication and always responds with
text/markdown; charset=UTF-8, ignoring Accept.
The guide remains available even when live examples cannot be read; in
that case representative sample values are shown in their place and
labelled as such.
